It sounds like you're trying to address some user behavior issues with a tech solution. Maybe you could manage print queues differently or set up security groups for better control? Investing in dedicated bulk printers might also help avoid conflicts with users who need urgent prints.
We use uniflow online from NT-Ware, and it covers a lot of what you're looking for in a cloud-based solution. But I’m not sure if it automatically notifies department heads or allows users to pause their print jobs while printing.
Have you considered Papercut? It offers some great features, but keep in mind that it might not cover all your needs mentioned.
