I'm currently using an RTX 2060 with 6GB VRAM paired with an Intel i9-10900F CPU. I'm thinking about making a switch to the RX 9060 XT, which has 16GB. Is this a solid upgrade? If you have any other GPU suggestions, I'd love to hear them!

Go for it! I just upgraded from a 1660 Super to the RX 9060 XT with an i7-12700k. It was the best decision! The performance boost is amazing!
Yeah, that's a good upgrade! The RX 9060 XT has a lot more VRAM, so it's definitely going to handle higher resolutions and settings better than your current card.
You’ll be fine running it at PCIe 3 x16 speed. That's more than enough for the RX 9060 XT, so don't worry about that.
