I downloaded an iOS 18 IPSW file from ipwsw.me before Apple unsigned it. Now I'm wondering if I can still flash this file onto my iPhone 13, or will it risk bricking my device?

It doesn’t matter when or where you downloaded it. What really counts is the moment you try to install it; since it’s unsigned now, you’ll run into problems.
Nope, can't do it. Even if you have the IPSW file, the check happens online, and without a valid signature from Apple, you’re out of luck.
Unfortunately, you won’t be able to flash it. The signing verification process checks with Apple’s servers, and since iOS 18 is unsigned now, it won't work at all.
