I'd recommend an i7-9700, or even a 9700K if you're up for overclocking, along with something like a 3070 Ti. However, I’d actually backtrack on the 3070 Ti since it doesn’t provide much of a boost over your current card. Maybe look into a 4070 or 6800XT instead.
Upgrading from an i5 to a 12600K and pairing it with a 4070 has worked wonders for me, and I kept my old case, cooler, PSU, and RAM. I play at 1440p and it runs super smoothly!
If you sell your 1080 Ti, you could upgrade to a 2080 Ti. That said, if you can stretch your budget a bit, a 4070 Ti would be an excellent choice. Your CPU is still pretty solid, so you might not need to upgrade that right now.
