I'm having trouble shrinking an SSD partition on my Windows machine. It's not the OS disk, and I've taken some steps to ensure there aren't any unmovable files. I've checked that there's no paging file, system restore points, hibernation, or fast startup features enabled. Despite having 70 GB of free space on this secondary SSD, I'm only able to shrink it by 576 MB. I've looked into the attributes of all files and folders and none have the System attribute, except for the "System Volume Information." I've confirmed that this is the only partition on the disk, so what's going on?

Have you considered using Hiren's Boot CD? It's a useful tool that can help with partition management and might assist you in addressing this issue.
Have you tried defragging the disk? Even though it's an SSD, sometimes running a trim or optimization tool can help with freeing up space and improving partitioning options.
It's actually not a good idea to defrag SSDs since it can wear them down faster. It’s better to use SSD optimization tools instead.
