I'm looking to run demanding games like Baldurs Gate 3, The Last of Us, Helldivers 2, Cyberpunk 2077, and Stellaris at 1440p with 90fps. I don't need the highest ray tracing settings, mid to high settings work fine. I also want to enjoy less demanding games like Left 4 Dead 2, Halo, and Overwatch 2 at max fps without any fuss about settings. My previous GPU was a 3070 8GB, so I'm hoping to avoid any VRAM issues this time. 90fps is my target because that's when the games feel really smooth to me. I also need at least 1TB of storage, and I had heat issues with my last setup, so any cooling advice would be appreciated. My budget is around $2000, so if anyone has suggestions for how to improve value or performance within that budget, I'd love to hear them!

The 9070XT is a solid choice for your needs. You can easily hit over 90fps with a 3080ti, and the 9070XT should give you about 25% better performance. There's really no need to overspend on a GPU if ray tracing isn't crucial for you. Plus, you might save some cash by buying Windows from a different source instead of directly. Also, consider that spending more on a motherboard than your CPU isn’t generally worth it; I'd suggest putting that cash into upgrading your CPU to the 7800x3D instead. Downgrading to a B650 is another option that could save you some money while still performing well.

Thanks for the insight! How much of a performance boost should I expect from the 9600x to the 7800x3D? I'm wondering if I should just stick with the 9600x and use the savings from the OS and motherboard.
