I'm considering what CPU to pair with my 9070XT for gaming mainly at 1440p and 4K. The 9800X3D seems like overkill for what I need, so would it be wiser to go with something like a 7700X to save some cash?

As you can see, the GPU really carries the load at higher resolutions, so the CPU takes a back seat, up to a point. Good luck picking your CPU!
For the 9070XT, the 7800X3D, 7700X, or 9700X would be great choices. But honestly, both the 7600X and 9600X should handle things just fine!
Don't forget, monitor resolution is less critical — it's all about your frame rate goals! Higher resolutions put more load on the GPU, making the CPU less of a bottleneck, within limits.
