I'm in search of a platform where we can conduct a basic computer skills test for job applicants. Ideally, I prefer something that's open source or can be self-hosted. If that's not an option, I'm open to any commercial suggestions that you might have. The goal is for our IT department to stop receiving calls about simple tasks like unzipping files or adjusting Excel columns.

I don't have any specific tools in mind, but it's really important to get management on board with implementing a skills assessment before you look into cost and setup time. Without their support, it might be a hard sell!
Just a heads up, having a test might not completely solve the problem. People can still say it's not their responsibility and avoid doing these tasks.
I see what you're saying, but the idea is to establish a basic standard. If hiring managers ignore these standards, they should be held accountable for their choices. It's mostly a management issue, and setting expectations might influence change.

Totally agree! The recruiter is really pushing for this, but I think management will back it up until they realize how many bad hires slip through because they can't even handle the basics.
