I'm really confused about my iCloud storage. I used to have a ton of videos backed up for years, but now I only see 8 videos. My storage went from 100GB used to just 43GB. I'm worried because I didn't delete these videos myself. Is there any way to recover them? I even emptied the Recently Deleted folder, thinking I was only removing a few videos.

iCloud is more of a syncing service than a true backup solution. So, if you've cleared out the Recently Deleted folder, you only had 30 days to recover any accidentally deleted items. Without backups stored elsewhere, it can be hard to retrieve those missing videos.
There could still be hope! Apple sometimes can assist in recovering data if the deletion happened recently. If you haven't backed the videos up elsewhere, it might be worth giving their support a call to see if they can help you out.
