How can I merge a partition into my C drive in Windows 11?

I'm using Windows 11 and my setup includes a C drive, a recovery drive, a D drive, and an F drive. I want to merge the F drive into my C drive to make it larger, but the F drive isn't next to C in the disk layout. Since the F drive doesn't contain any data, I just want to combine it with C. What steps can I take to achieve this?
