How do I stop annoying pop-ups on my computer?

I've been dealing with persistent pop-ups on one of my PCs, and I'm pretty sure it's some kind of scam. Even though we have Eset End Point protection installed, the pop-ups keep showing up. Does anyone have suggestions on how to get rid of them? Here's a screenshot of what I keep seeing.
