I just finished building my PC with an R7 9700X on an ASRock B650I Lightning WiFi and 32GB of DDR5 RAM. I'm having a really tough time getting the BIOS flashback feature to work. I've tried several USB drives with the required files, and I've even cleared the CMOS. However, I keep getting a solid green LED after about five minutes of flashing. The manual only says that it failed but doesn't explain why. Can anyone help me out?

Make sure you're naming the BIOS file correctly. Someone mentioned whether you named it CREATIVE.ROM, but your manual says it should be PSPBIOS.IMG. Double-check that you're using the right name before trying again!
Have you tried using a USB drive formatted in FAT32? That's often a requirement for BIOS updates. It sounds like you're doing everything else right, but the format can make a big difference.
