I have a question about Windows 11. If I'm in safe mode and I restart my computer, is it safe to do that? Will anything bad happen when I exit safe mode this way?

I don't know if I’d recommend it! One time, I tried to restart from safe mode and it messed up my grandma's Windows 11 machine! So just make sure you know what you're doing!
It depends on how you accessed safe mode. If you used the System Configuration tool and checked the box for safe mode, restarting will just take you back to safe mode again. But if you used other methods, the outcome might differ. Just make sure you know how you got there!
If you're just using the Restart option from the Start menu, then it's totally safe. You're good to go! But if you're thinking about just cutting the power to your PC to restart it, that's a big no—I wouldn't recommend that.
