Help with Apple Billing Issue After Canceling Subscription

I'm dealing with a frustrating Apple billing issue. I accidentally signed up for a CamScanner one-year subscription, but I didn't have enough balance in my GCash account for Apple to charge me. I immediately canceled the subscription, but now my Apple ID is showing a 'Billing Problem' with a total owed amount of ₱1,990, even though no payment was taken. This is preventing me from downloading apps or removing my payment method. I've reported this to Apple Support multiple times but haven't received a response. Has anyone else faced a similar situation? Does the failed charge eventually clear up on its own, or is manual intervention needed from Apple?

To resolve this, you’ll actually need a valid payment method to clear that balance before you can make any new purchases. It’s a little frustrating, I know, especially since you canceled. But you have to first settle that 'debt' before moving on.

So you're saying I have to pay that off first, even though I canceled the subscription right away? I never meant to buy the yearly plan.
