I recently finished building my new computer, which has an AMD Ryzen 5900x, a 4060ti, and either 16GB or 32GB of RAM, but I'm experiencing significant slowdowns and lag compared to my old setup. My previous system had a Ryzen 7 from the 5000 series, a 3060ti, and 48GB of RAM. Oddly, the fans on my new build ramp up and down erratically, which feels like some kind of throttling issue. I'm at a loss for what's going wrong and would really appreciate any insight or fixes you might have. Update: Thanks to everyone for the quick replies! I found out my BIOS was out of date, and updating it helped with the lag.

Did you update the chipset drivers yet? I once had a similar issue with a different build, and installing the right drivers fixed the lag problem for me. Definitely worth checking!
Have you checked your CPU temperatures? Your RAM and hard drive should also show up correctly in Device Manager. It's important to make sure everything is being recognized properly.
Make sure you removed the thermal paste sticker from the heatsink when you installed it. Also, keep an eye on your temperatures to ensure your CPU isn't overheating.
List your components and start troubleshooting common issues: Is your BIOS updated? Are chipsets up to date? Any special BIOS tweaks you made? Also, check how your CPU cooler is mounted; that might impact your idle temps.
What slots are your RAM sticks in? That can affect performance if they're not seated correctly.
They're in slots A2 and B2, which I thought was correct.

Yes, my CPU is around 60°C, and nothing is using more than 30% right now. All components are showing up in Device Manager, so they seem fine.
