I've got a gaming PC build that's about 7 years old, featuring a mix of older and newer components. I'm looking to replace several parts while keeping some of the old ones intact. I primarily game at 1080p with a 144Hz monitor, and I have a budget between $500 and $700. Here's what I'm considering: a new AM4 motherboard (like the MSI MAG B550 TOMAHAWK MAX WIFI to replace my ASRock X570 Taichi), a GPU (open to recommendations, possibly the MSI GeForce RTX 2060 SUPER 8 GB GAMING X), a Ryzen 7 5700X3D CPU, a Thermalright Phantom Spirit 120SE cooler, 64 GB of Corsair Vengeance LPX DDR4-3200 RAM, a 2 TB Samsung 860 Evo for storage, an MSI MAG A850GL PCIE5 850 PSU (to replace my EVGA SuperNOVA 750 G3), and a CORSAIR 4000D RS ARGB case (to replace the NZXT H510). Any advice on what I should upgrade first?

Definitely go for the new GPU. If you’re aiming for 1080p now, the 5070 would be powerful enough, but if you have plans to upgrade to 1440p later on, the 9070 XT would be a great investment. You might even find some good deals around or just under $600!
Honestly, upgrading your GPU should be your top priority. Something like the 9070 XT would give you a significant performance boost, especially for your budget. After you swap out the GPU, you can revisit upgrading the CPU and RAM when prices stabilize a bit, but for now, focus on that graphics card.
