About two years ago, she lost around $3000 from her bank account because someone used a remote access tool after she clicked on a malicious link. Since then, she's been really paranoid and decided to buy a new phone just for her banking apps and both SIM cards. What security measures can I take to help prevent this from happening again?

Sadly, there's only so much you can do with security settings if someone is easily fooled by phishing attempts. Focus on teaching her about internet safety. If she learns to recognize threats and avoid questionable links, she can greatly reduce her risk of getting scammed again.
