Why is my new PC getting low FPS after a Windows reset?

I recently built a new PC with some solid specs including a Ryzen 5 9600x CPU, an Asus TUF RTX 4070 Ti Super OC GPU, Gigabyte B850 Gaming X WiFi 6E motherboard, a Coolermaster MWE Gold 850 V2 power supply, and two NVMe SSDs (1TB Crucial P5 Plus and 1TB Crucial P510). At first, everything was great, and I was getting high frame rates—about 500-600 FPS in CS2 and 300-350 FPS in COD Warzone with max settings.

After receiving the Crucial P510 SSD, I cloned Windows from my old SSD (the P5 Plus) to the new one using Hasleo Disk Cloner. Unfortunately, I mistakenly chose System Cloning instead of Disk Cloning, and it didn't transfer the partitions properly. This led to some troubleshooting issues and, lacking a recovery partition, I had to reset Windows.

Since the reset, my FPS has dropped significantly to around 250-300 in CS2 and 150-180 in COD Warzone. I've tried flashing and reinstalling both SSDs and Windows, reinstalled my GPU and RAM, and gone through all the drivers. I've checked PCIe lanes, RAM speeds, and even performed DDU to clean driver installations. Nothing seems to work. Should I completely tear down the PC and rebuild it, or is there a way to reset everything to a state as if it was new?

Have you checked if you're using EXPO for your RAM settings? Sometimes when the system resets or changes occur, it affects performance. Also, look at your CPU boost frequency under load—is it maintaining around 5100-5200 MHz? You should confirm if GPU-Z is showing the PCIe connection as x16. Lastly, ensure your chipset drivers are installed properly. These can often be overlooked and can impact performance significantly.

If you see that your boost frequency occasionally drops to 4900 MHz, that might be a sign of throttling, possibly due to heat or power settings. Resetting the system might be overkill; try checking voltage settings in the BIOS or ensuring that your cooling solutions are sufficient. If you've already reinstalled and checked all hardware, focusing on thermal performance might help.
