Seeking Advice on PC Performance and Upgrades

I bought a PC for $400 about a year ago, but I'm having some serious issues with it now. My dog managed to chew on some parts, and now my screen won't display anything. I was planning to rebuild it anyway because the case was pretty bad. I've noticed that I had to lower the graphics settings for games like Fortnite and COD to keep it from crashing, which I sort of expected given the price. However, after researching the components, I'm shocked at how poorly it's performing. I need to know if my parts are decent because I'm starting to think my motherboard might be the cause of the slow performance. I'm new to this building thing, but the components look high quality. Here's what I have: MSI MPG Gaming Plus motherboard, Asus Strix GTX 1070-O8G graphics card, RM 850x power supply, AMD Ryzen 5 3600 CPU, Corsair Vengeance LPX DDR4 16x4 RAM, and a Samsung SSD 850 Pro 1TB. Can I reuse any of these parts for my rebuild?

That graphics card is pretty much mid-range from around a decade ago, and it’s very likely the main reason your performance isn't up to par. You might want to consider upgrading it.
