I'm looking to upgrade my son's PC this Christmas, with a budget of around $500. He currently has a Ryzen 5 3600 processor and 16GB of RAM (which I believe is DDR4 3000). The motherboard is a B450 Pro Max AM4, and he's equipped with an ASRock Challenger Radeon RX 7900 GRE 16GB GDDR6 graphics card. What are your recommendations for the CPU and RAM upgrades?

You could check out Microcenter for a deal on a 7600X and an AM5 motherboard along with 32GB of DDR5 for about $460. If you sell off the old components, you could net around $160 back, making this upgrade a great Christmas gift!

Is the CPU really the bigger bottleneck compared to the RAM?

I suggest looking for the best CPU that is compatible with his current motherboard. There are options available that could improve performance without needing to replace the entire system.

With RAM prices being what they are, there isn't much you can do within a $500 budget. Your son already has a solid GPU, so you wouldn't see much improvement with upgrades in that price range without swapping the CPU, which isn't cost-effective. Really, the Ryzen 3600 is decent and it's likely the best option considering the budget.
