I've noticed that my usable RAM has decreased since the last time I checked it. According to the Windows control panel, out of my 4GB of installed RAM, I can only use about 3.45GB now, which is lower than the 3.88GB I could use previously. I suspect this might be contributing to my laptop getting slower, which I assumed was just because it's an 8-year-old model. Can anyone explain why this is happening and if there's anything I can do about it? Thanks!

It's pretty normal for your OS to reserve part of your RAM for essential functions, so you won't ever access all of it. The system needs some memory to run programs and background tasks, which is why your usable RAM appears lower. That’s just how it operates!
If you're looking for better performance, consider upgrading your RAM. For Windows 11, a sweet spot is around 32GB to keep everything running smoothly. You might find that 8GB is the minimum you should aim for, with 16GB being a good target.
Keep in mind that operating systems, especially Windows, like to use RAM for caching frequently used programs for quicker access. This can use up quite a bit of your RAM, especially if you have new programs running now. More RAM means more space for these processes, which can help speed things up. Windows works best with at least 16GB these days!
