I'm currently using an Intel 12400F processor with 32GB of DDR4 RAM and gaming on a 1440p monitor. I found a used RTX 4070 for about 500 CAD and I'm thinking about upgrading my GPU. Is this a reasonable price? Additionally, will the RTX 4070 pair well with my CPU for 1440p gaming performance? Just so you know, my power supply is a 600W Thermaltake Smart 80+ White.

For your setup, I'd say the 4070 is a great fit! If your PSU is in good shape, you should be fine. Just be aware that the pricing can vary quite a bit depending on where you live.
If you're in Canada, that price for the RTX 4070 is actually pretty good, considering it translates to around $360 USD. Just make sure your power supply (PSU) is reliable, ideally B or A tier. This setup should work decently for 1440p gaming, although your CPU might hold back some performance potential with that GPU.
In the US, the price isn't fantastic, you might get a 4070 Super for just over $500 if you search hard enough. Still, for 1440p gaming, the 4070 will perform quite well with your CPU, you'll just leave a bit of performance on the table.
It sounds like you're getting a solid deal if you're in Canada. However, just keep an eye on your PSU's quality; it needs to handle the load. Also, if you're looking at performance, you could consider upgrading to a 13400F for better synergy with the 4070.
