Why is my GPU not fully utilizing the PCIe 4.0 lanes?

I'm having some trouble with my GPU not using all the lanes on my motherboard. I have an MSI MAG B550 TOMAHAWK, and according to the specifications, it has a PCIe 4.0 x16 slot (PCI_E1) and a PCIe 3.0 x16 slot (PCI_E3) that supports x4 speeds. I also have a couple of M.2 slots and a few SATA drives connected. I read that the PCI_E1 slot shouldn't be affected by the M.2_2 usage, but when I run a bandwidth test using TechPowerUp GPU-Z, it only shows my GPU running at PCIe x4 4.0 speeds. Am I missing something? Here's what I currently have plugged in: an M.2_1 NVMe SSD, a traditional HDD, two SATA SSDs, an M.2_2 NVMe SSD, and a WiFi/Bluetooth card in a PCIe 3.0 x1 slot.

Have you checked what model GPU you're using? Also, make sure you clicked the question mark in GPU-Z while putting a load on the GPU to see if it reflects the correct bandwidth. Sometimes, it can show a lower speed if it’s not under load completely.
