How Can I Fix This Windows Update Loop?

I've been stuck in a Windows Update reboot loop for days. Every time I restart or shut down my PC, I get this message: "Updates are underway. Please keep your computer on." This happens on every reboot, even when there are no updates pending in the Settings. Here's what I've tried to fix it:

1. **Deleted SoftwareDistribution folder (in Safe Mode):** I booted into Safe Mode, ran the commands to stop the update services, and deleted everything in `C:WindowsSoftwareDistribution`. Restarted but the issue stayed.

2. **Ran DISM to revert pending updates:** I tried the command `dism /online /cleanup-image /revertpendingactions` in normal mode, but it hung for over an hour. Restarted manually and the message still appears.

3. **Driver cleanup:** I thought a driver might be causing the problem, so I uninstalled a Genesys Logic USB 3.0 Card Reader driver and disabled auto-reinstallation of drivers using the Microsoft tool, yet nothing changed.

My system info is: OS - Windows 11 Pro (build 26100.3775), PC - Rog Strix 18 2024. The "Updates are underway" screen shows every reboot, and while Windows doesn't throw any errors, it just loops for about 5 minutes before starting normally. I even reinstalled Windows while keeping my files and apps, which worked temporarily until I installed some updates and then the problem returned. Could this be related to updates KB5055523 or KB5054979?

You might also want to try running the Windows Update Troubleshooter. Sometimes it can fix issues that cause update loops. Just go to Settings > Update & Security > Troubleshoot and run it. It’s worked for me in the past!

I had a similar issue that was caused by Bitlocker. I suspended Bitlocker, restarted my PC, and then the updates completed without any problems. If you haven’t done that yet, it might be worth a try! Just make sure to re-enable it after everything's back to normal. Hope it helps!

I agree, Bitlocker can be finicky with updates. Make sure you have the password handy in case it asks for it after making any changes!
