I'm looking to upgrade my PC and need new RAM, a motherboard, power supply, CPU, and GPU, but I'm wondering if I should buy RAM first given the current shortages. Since I'm a teenager with limited funds, I'll be purchasing these parts gradually over time, not all at once. Any advice?

Have you considered checking local marketplaces for used RAM? Sometimes you can find good deals from friends or their parents in tech jobs. Just make sure to use protected payment methods like PayPal when buying online to avoid scams.
RAM isn't going to boost your FPS as much as upgrading your GPU would, so you might want to prioritize the graphics card first. If you’re gaming at a high frame rate already, the GPU will have a bigger impact than just adding more RAM.
But if you're aiming to future-proof your setup a bit, having decent RAM is still a good idea. It all depends on how you're planning to balance your upgrades!
