I've recently got a Peerless Assassin 120 SE cooler, and I'm not sure if it's supposed to be this loud. It has a constant hum or low whine that seems a bit aggressive to me. I'm still figuring out how to share a video of the noise, but in the meantime, I want to know if anyone else has noticed this issue or if this sound is normal, especially since I bought it just two weeks ago.

It sounds like you're experiencing a normal fluctuation in fan speed, especially during gaming. Just to clarify, where did you plug the cooler into your motherboard? If it's in the CPU fan 1 header, that could explain the sound. Your temps seem great though, typically around 76°C during high load and 39-56°C when idle is solid, so it might just be the noise that's bothering you. Let us know if you manage to post that video!
Have you tried uploading a video to Imgur? It might help others understand the noise better. Also, check if your cooler is running at full speed constantly or if it changes with temperature. If it's always on full blast, it could be connected to the pump fan header, which often runs at max speed all the time.
