I'm currently using an R5 7600X alongside an RTX 3070, primarily playing FPS games at 1080p with low settings and a 360 Hz refresh rate. I'm contemplating whether upgrading to an R7 9800X3D would significantly enhance my gaming experience. Will I notice a real difference in performance? And would my RTX 3070 struggle with this new processor?

Generally, upgrading to the R7 9800X3D might not make a huge difference if you're focused on high FPS gaming at low settings. However, if you're looking for a smoother experience, you will definitely see some noticeable improvements.
Upgrading your GPU will usually yield better results than a CPU upgrade for FPS gaming. A new GPU might provide a more significant boost in performance than switching to a new CPU like the R7 9800X3D.
Honestly, I don't think the upgrade is worth it. You might only gain about 20-30 more FPS at most. Better to consider a GPU upgrade if you're looking for a performance boost.

In competitive games like CS2 or Valorant, do you think a new GPU would really outperform getting a new CPU? Just curious if it's worth it to focus on one over the other.
