I've been having a frustrating issue with my PC. It always starts with several programs running in the task manager, most notably 'INS_fc455074.tmp' which uses about 34.6% of my CPU, and 'System Interrupts' at around 10.6%. Sometimes, it's the 'Microsoft Edge WebView2' that contributes to high usage too. Overall, my CPU usage consistently hits 100%, and I'm looking for some help to figure this out!

Have you tried checking your startup programs? Sometimes, unnecessary apps launch at boot and can hog CPU resources. You can manage them via Task Manager under the 'Startup' tab. Also, consider running a virus scan just to rule out any malware causing issues.
You could try checking your system specs. If possible, list them out so we can better understand your hardware setup. Sometimes, CPU spikes can indicate compatibility issues or overloads with certain applications.
It sounds like you might benefit from updating or reinstalling your drivers, especially graphics and chipset drivers. Sometimes issues with these can lead to high CPU usage. Also, if you can, keep an eye on the 'Resource Monitor' for more details on what's using your CPU.
