I'm trying to decide between getting a 5060 Ti with 32GB of RAM or a 9070 with 16GB of RAM. With the current RAM shortage, I'm wondering if the benefits of having 32GB are significant enough to justify downgrading my GPU.

Definitely get the 9070! 16GB is sufficient for most tasks and games currently. You can always upgrade to more RAM later when the shortage is over.
I'd go for the 9070 with 16GB RAM. The extra RAM isn't really worth it right now, and the performance boost from the better GPU will make a bigger difference.
