I'm looking to upgrade my PC, which is a few years old. Currently, I have an i3 10100f processor, 16GB of DDR4 RAM, an RX 6600 GPU, an ASROCK H410M-HDV/M.2 motherboard, and a 500GB M.2 SSD. I also use a 22" 1080p 75Hz monitor. I know my system has a significant bottleneck, but I'd like to start upgrading with the GPU first before changing out the motherboard and CPU. The RX 9070XT is priced at $630, plus $123 in tax, which seems a bit steep.

The i3 10100 isn't as weak as you might think! It handled my upgrades fine, and you'll likely see good performance with the 9070XT at lower resolutions. Just be aware that while it runs on PCIe 3.0 due to the CPU, it won't hugely impact your gaming experience unless you push it to 4K. So go ahead and grab that GPU!
You might want to consider the 9070 for $530 instead; it's solid value. Just make sure your current GPU is actually maxing out in the games you play. If it's not, upgrading might not yield much difference.
I'm aiming for a PC that can run current games at decent 1440p-4k with stable FPS, so I'm hoping the 9070XT would help with that.

You can definitely go for that 9070XT, but keep in mind the bottleneck with the i3 10100f is a concern. To really get the most out of the GPU, you may need to think about getting a new CPU, motherboard, and possibly more RAM down the line. Also, consider upgrading to a 1440p monitor instead of sticking with 1080p; the performance gain at higher resolutions is noticeable.
The bottleneck isn’t as bad as some say. I've had the same CPU, and once I upgraded to a better GPU, I noticed it's actually pretty capable! Sure, it may limit PCIe speeds, but unless you're gaming at 4K, it won't affect your performance much, especially at 1080p or 1440p.

It's misleading to say there's no bottleneck with that CPU and 9070XT combo. There definitely will be some limits, but it's not game-breaking.
