I recently bought a used RX 5700XT graphics card, but the fans are incredibly loud all the time. I checked the RPM in the AMD Adrenalin app, and it shows numbers like 29k or 50k, which change constantly. Additionally, I can't adjust the fan speed because it seems to be locked at 77%. Does anyone have any advice on how to resolve this issue? Apologies for any mistakes; English isn't my first language.

It sounds like your GPU might need some new thermal paste. Old or insufficient paste can cause overheating, which would lead to fans running at full speed to cool things down. Have you checked the paste recently?
I actually replaced the thermal paste just yesterday before doing the tests.
