I'm considering upgrading my graphics card from a 7800 XT to a 5070 Ti, but I currently have a 700W 80+ Gold PSU. The recommended wattage for the 5070 Ti is 750W, but I'm wondering if I can hold off on upgrading my PSU for the time being. Just to add, my CPU is a 9800X3D.

Honestly, a 700W PSU should be fine with your setup. You’re likely to use around 450 to 500 watts at most, so you shouldn't worry too much! Forget the people who panic about shorts or hardware damage, it’s all good.
It's generally a good idea to stick to what the manufacturer recommends for the PSU. Spending an extra 50 to 100 bucks on a higher wattage unit can be worth it to avoid potential shorts or damage to your system.
