Should I be worried about my PC fan not spinning?

I'm pretty sure the AIO pipes are blocking the top middle fan from spinning, but I'm really concerned about it. Is this something serious? Is it okay to move the pipes around, and can I keep using my PC like this? I'm new to gaming PCs, so any advice would be appreciated!
