Help! My PC is Stuck in a Loop and I Can’t Access Safe Mode

I'm having a tough time with my PC, which is about five years old and from Amazon. Whenever I try to boot it up, I can get to the login screen, but then it just keeps cycling between that screen and a black one with a loading cursor. I can't click on anything or access safe mode. I've already removed and reseated the RAM and graphics card without success. I also can't seem to access recovery options through the normal boot methods, as attempting to hit keys like Tab, F9, F12, or Delete does nothing. The motherboard is Biostar, and I'm pretty lost here. Any suggestions?

A straightforward solution might be to create a bootable flash drive with a fresh copy of Windows on it. Then, you can reinstall Windows directly from the BIOS settings. It could help clear up any issues you're encountering.

You might want to try booting into recovery mode by restarting your PC three times in a row right before it loads Windows. It should take you to a blue screen with options. Once there, see what you can do to troubleshoot or reset.

I managed to get into recovery mode, but it says it can't fix the files. I'm thinking about resetting it, but I noticed it mentioned that my C: drive might be corrupted. I'm running a quick system scan first.

There's a chance that your graphics card could be failing. If you have integrated graphics available, try switching to that to see if your PC boots up correctly. If that doesn’t work, you might need to look for a new GPU.
