I'm reaching out for help with finding or building a gaming PC for my 13-year-old brother. Unfortunately, I have no experience with computers or gaming, and I'm hoping to get some guidance. Our budget is pretty tight—around $400, with $500 being the absolute maximum. My brother currently lives with our elderly grandparents who are financially limited, so I want to make sure we find something suitable without wasting money.

I can't be there in person to help him build it, but my grandfather can assist and they'd enjoy working together on this project. My grandmother has been looking at purchasing computers online, but I want to make sure she doesn't get scammed into buying something unusable. My brother is autistic and loves gaming as a way to relax and connect with friends, so I want to ensure he has the right setup for his needs. He enjoys games like Roblox and Five Nights at Freddy's. An AM4 build with an AMD Ryzen 1xxx or better, about 16GB of RAM, and GPUs like a GTX 1080 or RX 580 should work well for Roblox at 1080p.
