I've been hearing that GPU prices might go up over the next couple of years. I'm considering upgrading my PC anyway, but I'm not using it as much anymore. Now I'm feeling some FOMO, and I'm thinking about making the switch to a 4070 Super before it gets too pricey. I can sell my old graphics card for about 150€ and hopefully find a used 4070 Super for around 400€, which means I would only be spending 250€ for a significantly better GPU. Is this a good move?

Honestly, if you can find a 5070 or even a 9070, that would be a better investment. But if those are out of reach, your upgrade to the 4070 Super is still a smart move.
I’d say go for the RX9070 instead, honestly! It might give you better bang for your buck.
Upgrading to the 4070 Super sounds like a solid choice! Even without the price dynamics, you'll see noticeable performance improvements. If you're gaming or doing creative work, it's definitely worth it.
I’d actually suggest looking into the 5070 instead if you can. It offers similar performance for a possibly lower price, so why not get the most value?

But I just checked, the cheapest used 5070 Ti is going for 800€ on eBay! That’s way above budget.
