Why is my new PC getting low FPS?

I just built my first gaming PC, but I'm facing some performance issues. I'm only getting around 25 FPS on Hogwarts Legacy even with low settings, and while I'm averaging 105 FPS on Roblox, I think it should be better given my hardware setup. I've already installed the motherboard and GPU drivers, but my GPU is only performing at about 20% of its potential. Can anyone help me figure this out? Here are my specs: MSI B850 Gaming Plus motherboard, AMD Ryzen 5 7600X CPU, MSI CoreLiquid i360 CPU cooler, 32GB DDR5 6000MT/s Kingston Fury RAM, Corsair RM850X PSU, and Asus Prime Radeon RX 9070 XT GPU.

Have you enabled RAM EXPO in the BIOS? It can help your RAM run at the advertised speeds. Also, check what frequency your CPU is boosting to while playing those games. It's important for performance.

Make sure you're using the latest drivers for your GPU and check if there's any software limiting your FPS. Sometimes background apps can also affect performance. Just in case, try closing any unnecessary applications before gaming.

Check to see if your monitor is plugged into the motherboard instead of the GPU. If that's the case, that would definitely lower your FPS since the integrated graphics are usually not as powerful as your dedicated GPU.

No, the HDMI is actually connected to the GPU. I've double-checked that.
