I've been having major overheating issues with my CPU, hitting temperatures between 110-115°C. After applying new thermal paste, I expected some improvement, but it actually seems to be getting hotter. I attempted to bleed my AIO cooler to eliminate any trapped air, but that didn't help either. One of the cooling lines leading to the pump feels hot while the other is only cool or warm. Is my AIO cooler faulty, or could there be other issues with the CPU?

Just a heads up, if your CPU were actually reaching 150°C, it would likely power off immediately to prevent damage. Your temperature readings may be off, so double-check with accurate monitoring software and ensure the sensor is working correctly.
If you put your hands on the tubes right after the AIO pump, you should feel a noticeable difference in temperature. If there's not, that can indicate that the liquid isn’t circulating properly due to a failed pump or trapped air. It’s an important check to determine if your cooling system is functioning as it should.

It sounds like your AIO cooler might not be functioning properly, or it wasn't installed correctly. Make sure that the radiator is positioned above the CPU block, as that's usually where the pump is located. Also, check that you mounted the AIO evenly in an X pattern, tightening a little bit at a time. Don't forget to check the pump and fan speeds using monitoring software too. If the pump is failing or if there's low liquid, you might want to consider replacing it with something like the Thermalright Assassin King.
How can I be sure the CPU block is sealed correctly? I made sure to mount it in an X shape, so I think I did it right.

Typically, CPUs shut down around 100°C, but mine has been hitting 115°C without shutting off.
