I recently changed my graphics card from a 3060ti to a 5070, and the only other major change I made was updating the BIOS. Ever since, I've been experiencing worse performance in games like PUBG compared to before the upgrade. Could the BIOS update affect my CPU performance in a way that's causing this issue?

Make sure you've completely removed any old GPU drivers first. Sometimes remnants can cause conflicts. Also, it's worth checking if that BIOS update was truly required for your new GPU, as it could have unforeseen effects.
It's interesting that you updated the BIOS when switching GPUs. Usually, that shouldn't be necessary. What made you decide to update it? Did you do a clean uninstall of the old Nvidia drivers using DDU before installing the new drivers for your AMD card? That could definitely impact your performance.
