First off, what peformance are you looking for? When you say "good" FPS, do you mean around 144 to 200? That's typically what competitive players aim for!

For solid performance, consider a Ryzen 5600X paired with a 5700XT; that should get you around 165 Hz. If you go with a 6700XT, you might even hit about 200 FPS. Also, check out FSR for graphical adjustments; it's surprisingly effective in CS2!
