I'm new to using Intune, especially with Android devices. I have several Android tablets that I want to manage, but they won't be assigned to specific users. They're just meant for accessing certain websites and apps, and the users don't have Microsoft 365 accounts. I'm looking to enroll these devices as company-owned. Is this possible with Intune? Would I need an Intune Plan 1 device license for each tablet? Would that also allow users to download apps from the company portal?

So you just need an Intune Plan 1 device license per tablet, right? But I think you'll need an appropriate user license as well to enable app downloads from the company portal, just to clarify on that.
Yes, you can set up generic accounts for each of the Android tablets. Once that's done, assign a license to each device. This way, you can configure the tablets to your desired security levels.
