I recently found an R7 240 2GB GPU at the dump and I'm wondering if it would improve my Dell OptiPlex 3020. I'm not joking here; I genuinely want to know if this upgrade would make my setup better or worse.

Honestly, it won't harm your performance if you don't currently have a GPU. It might not be helpful, though, so just keep your expectations in check as you play Team Fortress 2.
I had some trouble with my display adapter too, but once I updated the drivers, Windows recognized it as an AMD Radeon 200 Series. So definitely check for driver updates!
Any GPU is better than having none at all! Just make sure it fits and is compatible with your system.

This card is pretty outdated. In fact, most modern integrated graphics can outshine it due to advancements in design. You might want to consider something newer if you can.

Just double-check your power supply can handle it. Some OptiPlex models had very basic power supplies. The card only needs about 30W, so you should be okay, but better safe than sorry!
