I'm considering purchasing a 5070 GPU for my future PC build to avoid needing an upgrade later. However, I currently have a Ryzen 7 3800X and 16GB of RAM. Should I go ahead and buy the GPU now or hold off? Any advice would be greatly appreciated!

If you really want the 5070 and can afford it, I'd suggest selling your current CPU and saving for a 5700X3D instead. It’ll match your GPU better without bottlenecking performance, and you'll save a bit since it’s cheaper than the 5800X3D.
I have a Ryzen 5 5600X paired with a 5070, and I can game in 4K using upscaling. It works great, but just keep in mind your current CPU might hold back the full potential.
Definitely get the 5070 now! Prices are likely to rise since Nvidia may phase out some of the 50 series cards because of GDDR7 shortages. Plus, buying it now will future-proof you, and you can always upgrade your CPU later if needed.
You’ll face a significant bottleneck with that setup. The 5070 uses PCIe 5.0, and your Ryzen 7 3800X is stuck with PCIe 3.0, which is a noticeable limit. It's better to have components closer in generation to avoid these issues.
I understand the bottleneck concern, but it's not solely due to PCIe. The Ryzen 3800X's IPC is also slower, which affects overall performance.
Please stop spreading misinformation! The PCIe version isn't the only thing to worry about here.

You could also consider the 5600. It's more affordable while still packing a punch. Just be aware that prices are on the rise.
