I've been facing an issue where my D: drive consistently shows 100% usage right after startup. I've already tried disabling all non-essential startup programs, but that hasn't helped. This drive doesn't have an operating system on it and isn't my boot drive. Whenever I try to load games from it, it takes several minutes, and the high usage started recently. It's worth mentioning that it's an HDD. Any suggestions would be really appreciated!

It might be a sign that the drive is failing. A lot of users have been reporting similar issues after the latest Windows 11 cumulative update affecting HDDs. It could be worth looking into disk health or possibly rolling back updates if that's feasible.
First off, what kind of drive are we looking at? Have you checked Task Manager or Resource Monitor to see what's actually consuming the disk resources? That can give you a clue if it’s a particular program causing the issue.
It's a ST31000528AS SATA drive, and both Task Manager and Resource Monitor show it at 0MB read/write but still at 100% active time.
