I'm looking for a budget-friendly option that can handle heavy gaming. Is pairing the Intel Core i7 11700 with an AMD Radeon RX 580 a decent setup for this purpose?

You're not going to get good results with that weak GPU paired with an i7. Also, what do you really mean by 'heavy gaming'? It varies a lot.
Honestly, for heavy gaming, that's not going to cut it. The RX 580 is pretty outdated compared to what's out there now.
That combination won't let you run the latest AAA games at max settings, unfortunately. You'll have to dial down the graphics a lot to get decent performance, especially for newer titles.
If you're set on starting with that combo, you can definitely upgrade later. The CPU isn't a total loss, and you could swap out the GPU for something better down the line, like a 6700XT or 3060Ti, which would really boost your 1080p gaming.
Skip that build. Go for an AM4 setup and grab a GPU that’s current and still getting driver updates. The RX 580 is not the best choice right now.
