I'm experiencing a strange issue with my Dell laptop keyboard where the Caps Lock key activates normally, but pressing it again doesn't deactivate it. The only way to turn it off is by pressing the Shift key. I've already tried a bunch of troubleshooting steps, including disabling StickyKeys, FilterKeys, and ToggleKeys, and even checked for any secondary language settings. I also ran a test in the BIOS, and the Caps Lock works fine there, plus creating a new user profile made it work normally. So, it seems like the problem is related specifically to my user profile.

Have you tested using a USB keyboard? Sometimes issues like this can be hardware-related, and checking with another keyboard could help identify the problem.
I had similar trouble, and it turned out that adjusting the advanced keyboard settings fixed it. You should go to Control Panel, find Advanced Keyboard Settings, and then under Language Bar Options, check the Press the Caps Lock key option.
