Is it normal for 6GB of my 16GB RAM to always be in use?

I've got a laptop with 16GB of RAM, but I've noticed that 6GB is constantly in use, even when I'm not running any intense applications. I'm on Windows 11, and I haven't made any tweaks or tried to optimize it yet. My laptop model is an Acer Nitro V15 N23Q22. Is this behavior normal, or should I be concerned?

Windows often keeps frequently used applications loaded in memory, which means it uses part of your RAM even when it seems idle. It’s designed to improve performance by reducing load times, so having 6GB in use isn't inherently a problem. If you aren't maxing out usage at 100%, everything should be fine!

Does this apply to smartphones as well? I’ve been wondering if cached processes drain battery on Android.
