How can I merge my disk partitions into a single one?

I built my PC last year and followed some old advice that led me to create separate partitions for my OS on the C drive and everything else on the D partition. This setup has been giving me a lot of headaches, and I now want to combine both partitions into one to streamline my storage. Any advice on how to do this? Thanks!

The latest problem I'm having is with Steam; it says I need 16GB of free space to launch a game, but my C drive is full while my D drive has 700GB of free space. That's frustrating!
