I've upgraded my CPU cooler to address overheating issues, and now my CPU temps are in a much better range during gaming, sitting around 60–65°C and avoiding thermal throttling. However, I'm still seeing some puzzling performance issues with my RTX 4070. Even with my CPU fix, the GPU usage stays around 55–65% while playing, and my FPS feels lower than what I'd expect for this setup. Under light loads or at load-in, the FPS can hit 250+, but it typically settles around 150–170 FPS during actual gameplay. I've checked several things: no FPS caps set, PBO enabled, NVIDIA power settings adjusted for performance, and VSync turned off, among others. I've ruled out overheating and am curious if this low GPU usage might be normal for Arc Raiders on a Ryzen 7 5700X3D, or if there's something else I might be missing that's affecting performance.

Have you checked to make sure your RAM is running at the correct speed in BIOS? Sometimes, if the RAM speed isn't optimal, it can affect performance significantly.
What power mode is your PC set to? If you’re in high-performance mode, it might not be scheduling tasks efficiently, prioritizing cores with higher clock speeds rather than utilizing everything properly. It could help if you checked this.
