I've been experiencing some trouble getting my frame rates up to match my monitor's refresh rate in a few games, even after upgrading from a 3080 to a new GPU. I tried using G-Sync, but I faced a lot of brightness stuttering on my G27QC A monitor, so I stopped using that option. Instead, I've been lowering the graphics settings to try and achieve a stable framerate. Despite setting everything to the lowest possible settings, I'm still getting nearly the same frame rates as when everything is on High or Ultra. This leads me to wonder if my CPU or RAM could be the bottleneck here. My setup includes an ASUS TUF 5080 OC, an i5-13600k CPU, and 32GB of DDR4 3600 MHz CL16 RAM.

Your CPU and RAM should be adequate for gaming. Check your task manager to see if your CPUs are being parked, meaning they’re idling and not fully utilized. Just be careful—I'm not sure if it's safe to unpark them, as I’ve never had issues myself, but it's worth looking into.
Have you run any stress tests to ensure your GPU is getting enough power? That could be a factor. You might want to try utilities like FurMark or MSI Afterburner to check on that.
